Impact Analysis of Homelessness Services in Lower Austria: Processes in Eviction Prevention and Their Interfaces with Social Work


The Lisbon Declaration on the European Platform on Combatting Homelessness, signed in June 2021 by all 27 EU member states – including Austria – sets the goal of ending homelessness by 2030. By signing the declaration, Austria committed, among other things, to ensuring that no one has to sleep on the streets and to strengthening eviction prevention as a key strategy to achieve this goal (Lisbon Declaration, 2021, p. 4).

This research project investigates the sustainability of housing security efforts of various organizations that make up the ARGE Housing Security network in Lower Austria. It examines which issues most commonly lead to repeated threats of eviction or housing loss, and whether establishing the concept of Outreach Social Work in Lower Austria could contribute to greater long-term housing stability.

The project aims to identify methods, approaches, and counseling settings that can intervene and assist as early as possible in cases of threatened housing loss in Lower Austria. The goal is to reduce the number of evictions and ensure that everyone has access to counseling services in line with the Lisbon Declaration.
